    Summary

    The School Security Grant Program (SSGP) funds are used to reimburse schools for certain costs associated with implementing their school security plans and helps with costs associated with the training of school personnel.


    Examples of Eligible equipment and systems (not all-inclusive):

    • Camera Systems - Interior and/or exterior systems that DO NOT tie into law enforcement or their call centers
    • Portable Entrance Security Devices - Metal detectors, screening machines, and related items
    • Panic Alarm Systems - Systems that DO NOT tie into law enforcement or their call centers
    • Radio Systems - For internal use
    • Door and Window Enhancements - Penetration resistant window film, solid core doors, ballistic glass 
    • Access Control Systems - Computer controlled locks, entry door buzzer system, scan-card access control system 
    • Other items as allowed - Email program manager to confirm eligibility.
    • Training - Funds from the grant program can be used only for vendor provided training on equipment also purchased through this grant program

    The Multi-Media Interoperable Communications Systems (MM SSGP) funds are used for the purchase of interoperable systems that are capable of transmitting communications or notifications to law enforcement agencies and/or their call centers. For a camera, radio, panic button, Internet of Thing (IoT) system to be included in this application, it must include the capability of transmitting communications/notifications to law enforcement and/or their call centers. It can also include system(s) that integrate existing cameras, radios, panic buttons, etc. for transmission over internet protocol to first responders and/or their call centers. The goal is to make communications and information sharing between first responders and schools as quick and seamless as possible. Each school can consider its needs and design a system that it as practical as possible. 


    Examples of Eligible equipment and systems (not all-inclusive):

    • Internal Camera Systems - Systems that include the capability to transmit real time video that can be viewed by law enforcement personnel and/or their call centers
    • External Camera Systems - Systems that include the capability to transmit real time video that can be viewed by law enforcement personnel and/or their call centers
    • Panic Alarm Systems - Panic alarm systems that, when activated, provide an open and direct line of communication with law enforcement and/or their call centers
    • Internet of Things (IoT) - Systems that include technology for connecting and exchanging data with law enforcement and/or their call centers (sensor based)
    • Radio Systems - Radio system that ties into law enforcement and/or their call centers
    • Other items as allowed - Systems that integrate existing camera, panic alarm, radios, etc., for transmission over internet protocol to first responders and/or their call centers. Email program manager to confirm eligibility.
    • Training - Funds from the grant program can be used only for vendor provided training on equipment also purchased through this grant program


     

    History of Funding

    The state has made a total of $73 million available for school security upgrades at over 1,200 schools since 2013. $10,000,000 was awarded to 200 schools in 2018.     Unallowable Costs include:

    • Any projects funded by state or federal funds.
    • Personnel costs
    • Training Program costs (allowable training is limited to the cost of vendor-provided training to staff on use of equipment installed under this program)
    • Replacement of landscaping
    • Plantings, in-kind services
    • Annual licensing or subscription fees
    • Fire alarm associated costs
    • First aid/CPR or related expenses
    • Any other items deemed ineligible after review

  • Eligibility Details

    Eligible applicants are Connecticut public and private schools, which includes Local School Districts; Regional Education Services Centers; State Charter Schools; Technical High Schools; and Incorporated or Endowed High Schools or Academies.  

    Deadline Details

    Applications for both programs are to be submitted by March 31, 2023. Future deadlines are contingent upon availability of funding.

    Award Details

    In 2023, $10,000,000 is available for two programs. $5,000,000 for Round 6 of the SSGP program and $5,000,000 for Round Two of MMSSGP.

    There is no award cap for public schools. Nonpublic schools can apply for up to $100,000 total project per school between the two programs combined.

    Nonpublic schools have an automatic match requirement of 50% (50% state share plus 50% school match). State Technical Schools do not have a match requirement. Public schools have a match percentage determined by the wealth index of the town in which they are located.     This program is a reimbursement grant. Eligible expenses can be incurred on or after January 1, 2013 through June 30, 2026.
