    Summary

    The purpose of the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) is to develop more fully the academic knowledge and technical and employability skills of secondary education students and postsecondary education students who elect to enroll in career and technical education programs and programs of study, by –

    • building on the efforts of States and localities to develop challenging academic and technical standards and to assist students in meeting such standards, including preparation for high skill, high wage, or in-demand occupations in current or emerging professions; 
    • promoting the development of services and activities that integrate rigorous and challenging academic and career and technical instruction, and that link secondary education and postsecondary education for participating career and technical education students; 
    • increasing State and local flexibility in providing services and activities designed to develop, implement, and improve career and technical education;
    • conducting and disseminating national research and disseminating information on best practices that improve career and technical education programs and programs of study, services, and activities; 
    • providing technical assistance that— (A) promotes leadership, initial preparation, and professional development at the State and local levels; and (B) improves the quality of career and technical education teachers, faculty, administrators, and counselors; 
    • supporting partnerships among secondary schools, postsecondary institutions, baccalaureate degree granting institutions, area career and technical education schools, local workforce investment boards, business and industry, and intermediaries; 
    • providing individuals with opportunities throughout their lifetimes to develop, in conjunction with other education and training programs, the knowledge and skills needed to keep the United States competitive; and 
    • increasing the employment opportunities for populations who are chronically unemployed or underemployed, including individuals with disabilities, individuals from economically disadvantaged families, out-of-workforce individuals, youth who are in, or have aged out of, the foster care system, and homeless individuals.

    Additional Information

    Each state participating in the federal Perkins program must submit a four-year plan outlining the state's approach to implementation of the Act. The U.S. Department of Education approved Florida's Perkins Four-Year State Plan in June of 2020. The Plan outlines Florida's commitment to providing all students the opportunity to participate in quality career and technical education (CTE) programs that lead to in-demand occupations.


    Each year, Florida receives approximately 73 million dollars (pending annual allocations) through the Perkins V program. The bulk of the funds go directly to eligible agencies (school districts and Florida College System institutions) through annual entitlement grants, as well as competitive grants which have in the past included support for entrepreneurship education, agencies serving rural areas, students in Department of Juvenile Justice facilities, and college career pathways.


    Allowable Expenses:

    Program funds must be used solely for activities that directly support the accomplishment of the program purpose, priorities and expected outcomes during the program period. All expenditures must be consistent with the approved application, as well as applicable state and federal laws, regulations and guidance. Allowable expenditures may include costs associated with employing appropriate staff for administering the project, office materials and supplies and other relevant costs associated with the administration of the project, including meeting room rentals, consultant fees, printing, etc. 

     

    Expenses for personal digital assistants (PDA), cell phones, smart phones and similar devices, including the service costs to support such devices may be allowable, with FDOE prior approval. Applicants will need to describe and justify the need for such devices, identify the amount that will be applicable to the project and how the device will be kept secure.


    Unallowable Expenses:

    Below is a list of items or services that are generally not allowed or authorized as expenditures. This is not an all-inclusive list of unallowable items. Subrecipients are expected to consult the FDOE program office with questions regarding allowable costs.

    • Pre-award costs
    • Entertainment (e.g., a field trip without the approved academic support will be considered entertainment)
    • Meals, refreshments or snacks
    • End-of-year celebrations, parties or socials
    • Game systems and game cartridges (e.g., Wii, Nintendo, PlayStation)
    • Out-of-state travel without FDOE pre-approval
    • Overnight field trips (e.g. retreats, lock-ins)
    • Incentives (e.g., plaques, trophies, stickers, t-shirts, give-a-ways)
    • Gift cards
    • Decorations
    • Advertisement
    • Promotional or marketing items (e.g., flags, banners)
    • Purchase of facilities or vehicles (e.g., buildings, buses, vans, cars)
    • Land acquisition
    • Furniture
    • Kitchen appliances (e.g., refrigerators, microwaves, stoves, tabletop burners)
    • Tuition
    • Capital improvements and permanent renovations (e.g., playgrounds, buildings, fences, wiring)
    • Dues to organizations, federations or societies for personal benefit
    • Clothing or uniforms
    • Costs for items or services already covered by indirect costs allocation

    Award Details

    Secondary CTE: Approximately $34,165,650 is anticipated to be available in total funding. Funding is based on an allocation formula. Funding allocations can be viewed in the application guidance. Awards will last from July 1, 2024 to June 30, 2025. Cost sharing/matching is not required.

    Postsecondary CTE: Approximately $30,334,350  is anticipated to be available in total funding. Funding is based on an allocation formula. Funding allocations can be viewed in the application guidance. Awards will last from July 1, 2024 to June 30, 2025. Cost sharing/matching is not required.
