    Summary

    Federal funds are made available to the Illinois Department of Transportation (IDOT), Bureau of Safety Programs and Engineering (BSPE) annually through the US Department of Transportation, National Highway Traffic Safety Administration (NHTSA) in order to promote roadway safety in Illinois. Key goals of the Highway Safety Program include: reducing motor vehicle crashes, fatalities and injuries, increasing the use of occupant protection devices, and reducing impaired driving. 


    In FY 2020, IDOT is accepting applications for the following initiatives:

    • Enforcement - Funding is dedicated to increasing high visibility enforcement of traffic safety laws. Enforcement efforts are designed to reduce fatalities and serious injuries on some of the deadliest times of the year for vehicle travel. This includes the following holidays: Thanksgiving; Christmas; New Years; St. Patrick's Day; Memorial Day; Independence Day; and Labor Day. Overtime enforcement should be emphasized on impaired driving, occupant protection, illegal use of an electronic device, and/or speeding.
    • Non-Enforcement - Funding is dedicated to increasing public awareness and knowledge about highway safety issues. This includes training, education, and community outreach.
    • Traffic Records - Funding is dedicated to the collection, management, and analysis of traffic safety data. This includes six core data systems: crash, driver, vehicle, roadway, citation, adjudication, and injury surveillance. Applicants should create a traffic records system that supports timely, accurate, complete, uniform and accessible data to the State.

    Additional Information

    The Highway Safety Program operates on a cost reimbursement basis. Local agencies/organizations that are approved for funding are required to pay for project expenses initially, and are then reimbursed by IDOT/BSPE. Only approved, documented expenditures will be reimbursed under the Highway Safety Program.

  • Eligibility Details

    Eligible applicants are Illinois law enforcement agencies who currently submit crash reports via paper (not electronically).    

    Deadline Details

    Applications were to be submitted by March 3, 2020. A similar deadline is anticipated annually. 

    Award Details

    Up to $20,000,000 is available for 40 awards. Individual award amounts will vary.
