    Summary

    Indiana will invest $270 million toward improving broadband access and adoption in Indiana. The Next Level Connections Broadband Grant Program is designed to provide funds for the deployment of broadband infrastructure to provide eligible broadband service to unserved end users, which include households, businesses and community anchor institutions, such as schools and health clinics, across Indiana.


    The need for access to critical broadband infrastructure has been significantly magnified in 2020. From consumer-facing connectivity needs, to digital and remote learning, telehealth services, online commerce transactions and e-government shifts, compelling need exists in many areas of Indiana. Specific areas that lack broadband coverage (less than actual speeds of 25 Mbps downstream); areas that lack quality, reliable access to fixed terrestrial broadband; and areas with compelling need in the state are priorities to address through this third round of Next Level Connections (NLC) Broadband Grants.


    The Office of Community and Rural Affairs is responsible for administering the Program on behalf of the Office of Lieutenant Governor Suzanne Crouch, and the Office of Governor Eric Holcomb. The Next Level Connections Broadband program is funded through Indiana's appropriation from the US Department of Treasury's Coronavirus Capital Projects Fund of the American Rescue Plan Act of 2021 and state appropriated funding through the Rural Broadband Fund. These funds are designed to provide emergency funding for state, local, territorial, and Tribal governments to respond to the pandemic and its economic impacts, including making necessary investments in broadband infrastructure.


    This program will provide a maximum of $5 million per grant to fund projects that provide access to high-quality, reliable broadband throughout Indiana. Applicants are expected to engage their community – community leaders and stakeholders (libraries, education institutions, healthcare, businesses, non-profits, etc.) – in the development of projects that are strategic, scalable and bridge critical access gaps to support quality of life considerations and economic viability for Indiana citizens and communities.

    Additional Information

    Ineligible areas include:

    • Census Blocks that previously received Next Level Connections Broadband Grant program funds; and
    • Census blocks for which funding has been allocated from the federal Connect America Fund or from any other similar federally funded program for which the express purpose is to provide broadband service to rural or unserved areas.

    Middle mile expenses are eligible for grant funding only when they are necessary for the provision of the last mile services described in the application. Maintenance or operating expenses related to the project do not qualify as eligible costs.


    CHANGES IN ROUND 3

    • Eligible areas for funding now include addresses that have less than 25/3 service.
    • Address level data now required with LOI submission. All address level data will be published on NLC website.
    • Challenger must challenge at the address data level not the census block level.
    • Any challenge to an LOI must complete one of the following:
    1. If able to provide service in ten days, challenger submits information;
      1. Challenger submits documentation for addresses already served; or
      2. If plans to serve the address within 18 months are in place,
      3. challenger submits evidence and supplemental information.
    • There is an additional competitive application period after applications are submitted. A provider may submit an application, based on an original application, if they can provide the same or better service for the same project area at a lower cost to the state. The original applicant then has one more opportunity to amend the original application.
    • Included additional scoring criteria for projects providing service to economically disadvantaged student households.
    • Optional survey data template provided to capture actual speed data per address in project area to assist in verifying speeds available.

  • Eligibility Details

    The lead applicant must be a qualified broadband provider,” which is defined as a company, firm, corporation, partnership, or association that, at the time of submission of the grant application:

    • Either:
      • Has been providing broadband service to at least 100 residences and businesses in Indiana for at least three (3) consecutive years; or
      • Is:
        • A corporation organized under IC 8-1-13; or
        • A corporation organized under IC 23-17 that is an electric cooperative and that has at least one member that is a corporation organized under 8-1-13; and
    • Has demonstrated, to the satisfaction of OCRA:
      • Financial;
      • Technical; and
      • Operational capability in building and operating a broadband network.

    Applicants may partner with other entities to deliver the entire solution.

    Deadline Details

    Full applications are due by February 9, 2024. Future funding is TBA.

    Award Details

    $250 million was allocated for new eligible projects in Indiana's biennium budget. OCRA may issue one, multiple, or no awards based on eligible applications. Individual award amounts may vary, up to $5 million. Awarded projects must be completed within 24 months from the date of the executed grant agreement. A 20% match is required.
