Summary

The Biomedical Research Facilities grant program provides funding to modernize and improve existing shared- use research facilities (e.g., core laboratory space or animal facilities), or to construct new biomedical research space and furnish it with necessary casework or other fixed equipment. The purpose of modernizing these facilities is to enable and enhance the conduct of cutting-edge biomedical research. An institution may request funds to modernize a core facility to create an environment required for research-driven specialized technological services. Likewise, funds may be requested to consolidate space for an institution-wide core which would provide streamlined workflows for contemporary multi-disciplinary investigations. Applicants may request funding to support the design, construction activity and purchase of fixed equipment and its installation costs. Fixed equipment may include infrastructure equipment, such as HVAC units serving the facility and other large fixed equipment connected to the building structure and services. Also, requests can be made for fixed laboratory equipment and installation costs. Examples of such equipment include, but are not limited to: - fume hoods and laminar flow stations;
- biosafety cabinets;
- casework and laboratory benches;
- autoclaves and other sterilizing equipment.
Allowable costs include: - appraisals;
- bid advertising;
- inspection and commissioning fees;
- project management related to this construction project;
- contingency fees (Allowable contingency fees are limited to 15 percent of the total allowable costs before bids are received and must be reduced to 10 percent after a construction contract has been awarded.);
- filing fees for recording of NFI.

Note: Facilities supported through this program must serve a broad research community, locally at the applicants' institution or regionally. Unallowable costs include: - personnel costs not related to actual construction;
- bonus payments to contractors;
- consultant fees not related to actual construction;
- damage judgement suits;
- non-fixed equipment;
- scientific instruments (e.g., microscopes, scanners, spectrometers);
- FDA approval process following the completion of the construction project;
- F&A costs;
- supplies;
- fundraising expenses;
- interior and exterior decorating fees (e.g., purchase of artwork, sculpture, etc.)
- parking lot construction and exterior landscaping
Requests for regular maintenance, replacement of aging or failing equipment, and other routine work are not eligible

Eligibility Details

Eligible applicants include institutions of higher education and nonprofit organizations other than IHEs. Note: Multiple Program Director/Principal Investigator are not allowed
Deadline Details

LOIs are not required but are encouraged. Applicants may submit an LOI by February 15, 2022. Applications are to be submitted by March 15, 2022.
Award Details

The maximum award is $8,000,000. The minimum award amount is $3,000,000. Applications with a budget less than $3,000,000 will not be considered. The project period is 5 years. Cost match not required. NOTE: At least 25% of the funds to support projects from Institutions of Emerging Excellence (IEE).
